CITY COUNCIL APPROVES ZONE CHANGES FOR ROW HOUSES IN CENTRAL VILLEBOIS AND AN ADVISORY VOTE ON ADDING AN URBAN RENEWAL AREA

WILSONVILLE, OR -- On August 3, 2015, the Wilsonville City Council approved on first reading two Zone Map amendments for parcels located in the center of the Villebois neighborhood that allow applicant Polygon Homes NW to build a total of 99 new owner-occupied row houses in two separate developments. One of the developments includes a combination of 31 English- and French-style row houses on a 1.89 acre parcel located at SW Costa Circle West and SW Orleans Loop. The other development includes a combination of 68 Brownstone and London-style row houses on a 4.12 acre par cel located at SW Villebois Drive North and SW Mount Blanc Street. The larger development includes an innovative Dutch-style road referred to as a "woonerf" which is a shared roadway/area where pedestrians, motorists and bicyclist travel at walking speeds through a shared central corridor. Second readings for the Zone Map amendments are scheduled to be held at the next City Council meeting on August 17.
Under New Business, the City Council approved a resolution authorizing an advisory vote in November on the formation of a new Urban Renewal Area (URA) in the Coffee Creek industrial area near Day and Grahams Ferry Roads. The intended result for the new URA is to create jobs and a stronger economic base for the community. The area, much of which is identified as regionally-significant industrial lands, lacks critical infrastructure and requires an estimated $130 million in infrastructure improvements prior to development. Formation of the URA would allow the City's Urban Renewal Agency to generate approximately $67 million in tax increment financing to fund a portion of the infrastructure improvements which in turn will stimulate industrial development in the area. In November, a local ballot measure is to be referred to voters in order to gauge the level of support for the creation of the new URA.
Under Communications, the Council heard an update from Dr. Maples, President of Oregon Institute of Technology, who recognized the City of Wilsonville as the Oregon Institute of Technology 2015 Outstanding Government Partner.
At work session prior to the City Council meeting, the Council heard reports from staff including branding, technology, and other matters before the City Council at the regular meeting that followed.
