VANCOUVER GANG INVESTIGATION RESULTS IN MULTIPLE ARRESTS

Vancouver, Wash. - The Southwest Washington Safe Streets Task Force, a multi-jurisdictional gang enforcement team made up of personnel from the Vancouver Police Department, Clark County Sheriff's Office, FBI and Department of Corrections, partnered with the WEST Neighborhood Response Team and the Clark/Vancouver Drug Task force to conduct a three month investigation that focused on two specific locations in Vancouver. This investigation was centered around drug trafficking, drug use, prostitution and trafficking of stolen property at 2009 Norris, an 8 unit apartment complex, and an adjoining single family residence at 2015 Norris. O ver the past year, over 150 drug-related and stolen property calls were generated either through 911 or the proactive work of Vancouver Police patrol officers. Neighbors also reported concerns related to these locations and the unsafe living environment associated with these addresses.

The investigation revealed a constant stream of drug sales and usage, a significant presence of gangs, and suspicion of prostitution. Six of the eight apartments, and the adjoining house, were causing a significant negative community impact due to the illegal activity fueled by drug use and drug sales.

Search warrants were written for five of the apartments and the adjoining house and were served over a 2 day period on Thursday March 26 and Friday March 27.

The March 26 warrant was served with assistance from the Southwest regional SWAT team, through the investigative efforts of the Detectives involved in the case. Travis J. Reynolds, 35, was arrested on a traffic stop after the warrant was served and was booked into the Clark County Jail for Robbery I. Reynolds is a known gang associate.

On Friday March 27, the remaining four apartments, and the associated house, were served with search warrants related to this case. This multi-jurisdictional service was completed with the assistance of the Southwest regional SWAT team, the Clark/Vancouver drug task force, the Clark County Sheriff's Office Tactical Detective Unit, the Vancouver Police Department Neighborhood Response Team, the Vancouver Police Department Domestic Violence Unit, the Vancouver Police Department Digital Evidence Cybercrime Unit, and the Department of Corrections. While serving the warrants, over 25 individuals were contacted in the five locations. After completion of the warrants over the 2 day period, approximately 19 people were arrested.

John S. Raynor, 52, the on- sight manager at the adjoining residence, was arrested for Possession of a Controlled Substance and was booked into the Clark County Jail.

Three individuals were arrested for Department of Corrections violations, and 12 other individuals were arrested on various warrants.

This investigation is continuing and additional charges and the arrest of additional involved individuals is anticipated.

This investigation and the subsequent arrests will likely result in a significantly improved quality of life and better livability for the neighbors and the Maplewood neighborhood.
