MAYOR GIVES 'STATE OF THE CITY ADDRESS,' COUNCIL ADOPTS UPDATED WASTEWATER COLLECTION SYSTEM MASTER PLAN AND APPROVES REAL ESTATE TRANSACTIONS

WILSONVILLE, OR -- On Feb. 19, 2015, Mayor Tim Knapp presented to a full house the "2015 State of the City Address," providing an overview of the City's current activities and future plans. During the presentation, the Mayor shared a vision for creating a complete community where residents can have all of their basic needs met locally and are able to enjoy an exceptional standard of living at any stage of life. The address included a review of notable public and private investments in Wilsonville, plans for future developments, and major transportat ion projects completed or underway. Mayor Knapp also encouraged active public engagement that creates a stronger sense of community and collaboration among the City, community members, businesses and service organizations.
During the regular portion of the meeting, City Council held a second reading and approved Ordinance No. 766 to update to the Wastewater Collection System Master Plan that was last modified in 2001. Updating the plan provides a 20-year guide for maintaining and operating the City's wastewater-collection system. The new Plan identifies needed sewer lines and pump-station upgrades and replacements to ensure that the system provides adequate service for current and future residents and businesses. The Council also held a second reading and adopted Ordinance No. 767 to amend City code to allow the City to adjust the terms of franchise agreements in order to take into better account the different impacts of various proposed uses of the public right-of-way.
Under new business the Council approved Resolution 2511 declaring a parcel of City-owned land located northeast of the intersection of SW Canyon Creek Road and Vlahos Drive to be surplus. The small triangular property is not developable, has no street access and is heavily encumbered with public utility easements and stormwater swales and a detention pond. The Council decision allows the City to move forward with plans to sell the surplus property to the adjoining land owner, Timberland-Sundial LLC, for use as landscaping and gateway to their development. By disposing of the property the City will avoid incurring ongoing maintenance costs.
Also under new business, the Council approved Resolution 2512 authorizing the City to acquire a total of 4.69 acres of land from six different property owners for use as right-of-way and easements need to complete the future Kinsman Road extension between Barber Street and Boeckman Road. The approval allows staff to begin obtaining appraisals and initiate negotiations with the various property owners of land in the path of the future roadway. The City hopes to complete real estate acquisition this spring and start construction in March of 2016. Funding for the project $7.1 million project includes a $1.4 million in federal funding, $2.23 million in funding from the Oregon Department of Transportation and the balance from City System Development Charges (SDCs).
The City Council adopted 2015-17 City Council Goals that include key performance measures and critical initiatives covering a variety of items to improve Wilsonville's quality of life, infrastructure and environment over the next 18 to 24 months.
