WILSONVILLE CITY COUNCIL APPROVES SDC CREDITS FOR COSTA CIRCLE EXTENSION AND ROUNDABOUT;; SUPPORTS IGA BETWEEN WILSONVILLE AND SHERWOOD ON WATER TRANSMISSION LINE

WILSONVILLE, OR -- At the March 4, 2013, Wilsonville City Council meeting, under consent agenda the City Council approved by a vote of 3-0, with Mayor Knapp and Councilor Starr excused, Resolution No. 2403 approving an agreement regarding System Development Charges (SDCs) credits for the Costa Circle extension and roundabout between the City of Wilsonville and Polygon NW at Villebois III.
This is a follow up agreement fulfilling a provision in Addendum No 4 to the Matrix Development agreement recently approved by the City Council. A developer can only be required to pay for road improvements that are roughly proportional to the benefits and impacts the development brings about. Under Addendum No. 4, the City agreed to provide SDC credits for building off-site road improvements by a developer, who would not otherwise be directly responsible for these costs. This agreement was dependant on an arrangement with the owner of the adjacent property who would be responsible to build this portion of the road improvements upon subsequent development, and refund the City the credited amount at the time of the subsequent development.
Under new business, the City Council voted 3-0 on Resolution No. 2402, authorizing an Intergovernmental Agreement (IGA) between the cities of Sherwood and Wilsonville regarding water transmission line Segment 3B. This segment is the last 2400 feet of pipe needed to connect a 48" diameter water transmission lines from the Willamette River Water Treatment Plant to Sherwood. Segment 3B is scheduled to be installed this summer along the proposed Kinsman Road alignment from Barber Street to Boeckman Road.
The IGA covers construction, ownership and operation of the transmission line, payment terms and schedules for deposits by Sherwood To Wilsonville for advance funding of construction costs; an agreed procedure to determine final project costs attributed to each party; and reimbursement by Wilsonville to Sherwood for Wilsonville's share of project costs.
