CITY MANAGER KVARSTEN AND CITY ATTORNEY RIS RECEIVE MORE HIGH MARKS - CITY COUNCIL APPLAUDS THE ABILITY OF ITS DIRECT HIRES TO MANAGE IN CHALLENGING TIMES

GRESHAM, Ore. - Gresham City Manager Erik Kvarsten and City Attorney David Ris continue to deliver on important Council priorities through strong, focused leadership, despite the extremely challenging conditions facing Gresham and other municipalities, the City Council concluded Tuesday as part of the employees' annual job performance evaluations.
The City Manager and the City Attorney - who report directly to Council in accordance with the City Charter - were evaluated by the Council in six core competencies that include quality and service, respect and community, learning and development, focus on results, performance management and leadership. The review was conducted in a closed executive session called under ORS 192.660(2)(i).
"We are very fortunate as a community to have such competent individuals guiding this organization, in their respective roles, during a very tough, and important, time," said Council President Karylinn Echols, who also serves as the chair of the Council Employee Subcommittee. "Their leadership has a tangible impact on the quality of the services that our residents receive on a daily basis."
Kvarsten was recognized, among other things, for his focus on efficiency and results; his ability to inspire confidence for the City's future; his connection to the community; and his efforts to educate both the Council and the community regarding the City's difficult financial situation. Council was particularly pleased with the way Kvarsten responded to public feedback during a recent community conversation about the City's revenue needs. "He listened, and it has showed," Echols said.
Ris was commended for his thoughtful responses to the Council. He was also credited for his role leading the recent citizen Charter Review Committee process and for his office's achievements in the area of risk management, where both liability and worker's compensation claims have been significantly reduced in recent years through increased training.
Kvarsten has served as City Manager since 2004, and Ris as City Attorney since 2009, after serving in an acting capacity in 2008.
