MAN ENDANGERS DRIVER AND PASSENGERS ON TRI-MET BUS. PASSENGERS INTERVENE. – SUBJECT ARRESTED BY POLICE FOR INTERFERING WITH PUBLIC TRANSPORTATION, MENACING, DISORDERLY CONDUCT, HARASSMENT, AND RECKLESSLY ENDANGERING.
Milwaukie police officers were dispatched to a disturbance on a Tri-Met bus stopped near the transit mall in downtown Milwaukie. At about 1:05 p.m. Tri-Met dispatchers received a radio call for help indicating there was a fight on the bus.
Upon arrival, police found a number of passengers had pinned a combative man to the floor to prevent him from assaulting the bus driver or other passengers.
Jeffery Todd Pavey (DOB 01-03-62) was handcuffed and a brief time later arrested by police. It was determined Pavey had entered the bus on SE McLoughlin near SE Courtney Avenue. Witnesses reported Pavey was agitated and screaming while awaiting the bus's arrival. Once on-board, Pavey began barking orders and making demands that passengers move out of his way.
Pavey's agitation intensified, and witnesses reported he stormed to the front of the bus and began harassing and physically shoving the bus driver while the bus was in motion at 40 miles per hour on SE McLoughlin Blvd. Passengers intervened, trying to calm the agitated man, but all attempts at a peaceable solution failed.
Passenger Derek J. Waipuna Lau Kamahoahoa decided he would stay close to the aggressive man, intending to intervene if Pavey began assaulting anyone. As Pavey's behavior continued to escalate, passengers Derek Kamahoahoa, Gerald Menefee, and Malcolm P Vancouvering took Pavey to the floor and held him there until Pavey was handcuffed and arrested by police.
Pavey was transported to the Clackamas County Jail to be lodged on one count of Interfering with Public Transportation, one count of Disorderly Conduct, two counts of Harassment, and 8 counts of Recklessly Endangering for risking the safety of the bus's passengers. (There were more than a dozen passengers on the bus.)
Two of the three passengers who intervened and held Pavey down are willing to speak with media and authorized the release of their information.
