On August 3, 2015 at approximately 5:00PM, an OSP Sergeant working patrol on Interstate 5 near milepost 187 (Goshen) observed a 2008 Lexus traveling northbound at a high rate of speed. The sergeant checked the veh icle's speed at 109mph in a posted 65mph zone.

The sergeant stopped the vehicle and contacted the operator identified as Charles HALLMARK, age 18, of Riverside, California. During the traffic stop, a consent search of the vehicle was conducted and with the assistance of an Oregon State Police Drug Detection Canine approximately 2.7 pounds of Heroin and 2 pounds of Crystal Methamphetamine was located in a manufactured hidden compartment inside the vehicle

Both HALLMARK and his passenger, Angel GUZMAN, age 19, of Riverside, California were arrested and will be facing a future court appearance for Unlawful Possession of Heroin and Meth. HALLMARK was also cited for the speed.
