CITY COUNCIL APPROVES ADVANCE ROAD ANNEXATION AND ZONE CHANGE FOR NEW MIDDLE SCHOOL AND FUTURE PRIMARY SCHOOL AND PARK

WILSONVILLE, OR -- On August 17, 2015, the City Council approved on first reading three ordinances that together annex, change the zoning, and change the Comprehensive Plan designation of 40-acres of land on Advance Road to allow the site to be used as a new middle school and a future primary school and park. The parcels of land, owned by the West Linn-Wilsonville School District, are east of Wilsonville Road and west of 60th Avenue and are to be home to a new eastside middle school that is planned to open in the fall of 2017. In the future, the site is also planned to incl ude a future primary school and a 10-acre city-owned park. In addition to approving the annexation, the City Council also approved a zone change from Exclusive Farm Use (EFU) to Public Facility (PF) and changed the Comprehensive Plan designation from an agriculture use to a public use. Second readings of the three ordinances are planned for the next City Council meeting on Thursday, September 10.
In September the school district is planning to submit detailed site development plans for consideration by the Development Review Board (DRB) late this fall or early next year. During the DRB hearings community members are offered the opportunity to learn more about and provide public comment on the district's detailed plans for the school and the site in general.
At the meeting the Wilsonville City Council also approved on second reading two Zone Map amendments for parcels located in the center of the Villebois neighborhood that allow applicant Polygon Homes NW to build a total of 99 new owner-occupied row houses in two separate developments. One of the developments includes a combination of 31 English- and French-style row houses on a 1.89 acre parcel located at SW Costa Circle West and SW Orleans Loop. The other development includes a combination of 68 Brownstone and London-style row houses on a 4.12 acre parcel located at SW Villebois Drive North and SW Mount Blanc Street.
The Council also approved a two-year collective bargaining agreement for City employees represented by the Wilsonville Municipal Employee Association.
Under Communications, the Mayor issued a proclamation reaffirming the City's designation as a Healthy Eating Active Living (HEAL) City. The HEAL initiative seeks to promote policies and programs in Wilsonville that support a more active and healthy lifestyle in Wilsonville.
At work session prior to the City Council meeting, the Council heard reports and discussed drafts of the Frog Pond Concept Plan and the Basalt Creek Concept Plan.
