WILSONVILLE, OR -- At the October 6, 2014, Wilsonville City Council meeting, the Council held a first reading and public hearing on Ordinance No. 749 and unanimously approved the ordinance adopting the amended Clackamas County Dog Control Ordinance; adoption of the ordinance provides law enforcement clear authority to address public complaints about a continually barking dog. The second reading of the ordinance is planned for the next City Council meeting on October 20.

On the Consent Agenda, the City Council approved Resolution No. 2490 amending the City's Design-Build-Operate agreement with CH2M Hill in order to approve a change order authorizing the contractor to patch a hole in the City's Wastewater Treatment Plant outfall pipe.

During the Communications portion of the meeting, the Council received a report on the findings of the 2014 Wilsonville Community Survey presented by Damema Mann of the National Research Center in Boulder, Colorado. The survey provides a statistically valid poll of residents' opinions about the community and services provided by local government. Also during the communications portion of the meeting, the Council received a report regarding the new Wilsonville Leadership Academy--a City-initiated leadership training program for community members that is scheduled to begin in January 2015 and currently accepting applications at www.ci.wilsonville.or.us/Academy.

Under Mayor's Business, the Mayor issued a proclamation declaring October as "Manufacturing Month" in honor of Wilsonville's manufacturing firms that employ over 4,000 employees and have a substantial impact on the regional economy.

During the worksession prior to the meeting, Council members heard a variety of reports. Staff and consultants provided an update on the Frog Pond Area Plan, including the development of three alternative concept plans that require community feedback. Staff presented an update on the South Metro Area Regional Transit (SMART). The Council reviewed information on the proposed stormwater utility fee increase, including various rate scenarios and funding options that would restore the stormwater utility account's fund balance and provide funding to complete much needed stormwater projects in the City's Capital Improvement Plan. Staff presented the plan to restripe Town Center Loop East in the coming weeks into a three-lane road (two travel lanes and a center turn lane) with bike lanes between Wilsonville Road and Parkway Avenue. This project is identified as a critical bike route in the City's Transportation Master Plan and, when completed, will provide a safe bike route to a variety of public facilities such as City Hall, Murase Park, the Wilsonville Library as well as commercial areas in the Town Center area.
