Update: Driver Cited in Connection to August 12th Serious Injury Bicycle-Involved Crash on Highway 126 east of Powell Butte

A Powell Butte man was cited by Oregon State Police (OSP) following an investigation into an August 12, 2014 serious injury bicycle-involved traffic crash that occurred along Highway 126 east of Powell Butte in Crook County.

On August 27, 2014, OSP cited NORMAN CHADWICK, age 44, from Powell Butte, for Unsafe Passing of a Person Operating a Bicycle. ORS 811.065 (Unsafe Passing of a Person Operating a Bicycle) states "The driver of a motor vehicle may only pass a person operating a bicycle by driving to the left of the bicycle at a safe distance and returning to the lane of travel once the motor vehicle is safely clear of the overtaken bicycle. For the purposes of this paragraph, a 'safe distance' means a distance that is sufficient to prevent contact with the person operating the bicycle if the person were to fall into the driver's lane of traffic."

On August 12, at approximately 4:44 p.m., FREDERICK BOUWMAN, age 53, from Ontario, Canada, was riding a KOGA Miyata bicycle westbound along the paved shoulder of Highway 126 near milepost 9 when he was struck from behind by the right front quarter panel and side mirror of a westbound 2003 GMC Sierra pickup driven by CHADWICK.

BOUWMAN was ejected from his bicycle and seriously injured. He was transported by air ambulance to St. Charles Medical Center in Bend where he was being treated for serious non-life threatening injuries. He was wearing a helmet.

With Labor Day holiday approaching, OSP urges all drivers to be alert for bicyclists and other vulnerable highway users. When approaching from behind, make sure there is adequate room to safely pass on the left of the bicyclist(s).
