Oregon State Police (OSP) is continu ing the investigation into the cause of Tuesday morning's injury crash involving a commercial truck along the southbound lanes of Interstate 5 near milepost 284 in the Wilsonville area. A female inmate work crew member out of Multnomah County was injured and is being treated at a Portland hospital for serious, non-life threatening injuries.
The truck driver's name is released in this update. The name of the seriously injured inmate is withheld while Multnomah County Sheriff's Office (MCSO) is working to reach family to notify them of the incident and injury. Her name is expected to be released by MCSO on Wednesday.
On February 11, 2014 at approximately 10:20 a.m., OSP, Tualatin Valley Fire & Rescue (TVF&R) and local emergency responders were dispatched to the reported crash between Elligsen Road and Wilsonville Road interchanges. Upon arrival, a commercial truck was found on its side in the ditch along the shoulder between Interstate 5 and SW Boones Ferry Road.
TVF&R advises firefighter paramedics attended to three patients at the scene. A 40-year old female inmate work crew member was transported by AMR ambulance to Oregon Health & Science University (OHSU) with serious injuries as TVF&R firefighter paramedics continued to provide patient care. A second inmate was treated at scene but not transported. The truck driver, EDWIN GAGARIN, age 44, from Sunnyvale, California, was transported by ambulance to Legacy Meridian Park Medical Center. GAGARIN was driving for Market Transport and was using safety restraints. He was treated and released for minor injury.
Preliminary investigation indicates GAGARIN was southbound in the far right lane at approximately 55 mph when he reported losing consciousness. The truck traveled onto the right shoulder where it sideswiped a MCSO inmate work crew vehicle and then struck at least one of 3 female inmates positioned in front of the MCSO vehicle picking up litter. The truck continued off the pavement, into a cable roadside barrier and came to rest in a ditch between the freeway lanes and SW Boones Ferry Road.
TVF&R Haz Mat firefighters worked to mitigate environmental impacts from an estimated 25 - 50 gallon diesel fuel spill leaking from the overturned truck. Fifty feet of booming was placed in a culvert to contain the spill and firefighters and ODOT personnel pumped the remaining fuel out of the truck's tanks.
OSP troopers from the Portland Area Command office are continuing the investigation. Enforcement action decision is pending.
ODOT has been on scene during the afternoon coordinating scene clean up and the off-loading of the trailers' paper load contents before vehicles are removed. One southbound lane remains blocked at this time. Traffic updates will be posted by ODOT on TripCheck.com.
Multnomah County Sheriff's Office personnel came to the scene to assist OSP and Clackamas County Sheriff's Office. According to MCSO, the 3 person inmate crew supervised by a deputy was picking up litter on the side of the freeway as part of an ODOT contract. Questions about the work crew, the supervising deputy, and their work should be directed to MCSO.
