Following a nearly three month investigation into a November 2013 fatal traffic crash on Interstate 5 at the Donald/Aurora interchange, a commercial truck driver was arrested Wednesday night in California on a warrant following a Marion County indictment for Manslaughter in the Second Degree. The indictment and arrest came following an extensive investigation involving OSP troopers and collision reconstructionists, Oregon Department of Transportation, and Marion County District Attorney's Office.
GURPINDER SINGH, age 27, from Red Bluff, California, was arrested February 12, 2014 at approximately 10:30 p.m. by Tehama County, California Sheriff's Office. He was lodged in Tehama County Jail as a Fugitive from Justice pending extradition back to Marion County.
On November 4, 2013, about 5:00 p.m., a crash was reported involving two commercial trucks and a passenger vehicle that was lodged underneath a truck tractor in the right hand southbound lane. The three southbound lanes were blocked for four hours as traffic used the inside shoulder to pass the crash scene. The southbound off ramp to Donald/Aurora area was also closed.
Preliminary investigation indicates as traffic was slowing, a 1991 Acura Integra driven by DUSTIN PAUL CAMPBELL, age 26, from Lyons, was southbound in the far right hand lane when it was struck from behind by a commercial truck pulling a semi-trailer driven by GURPINDER SINGH, age 27, from Red Bluff, California. The commercial truck rode over the top of the Acura and then rear-ended a semi-trailer that was traveling in front of the Acura.
Because the Acura was crushed and pinned underneath the commercial truck driven by SINGH, confirmation that the car's occupant was deceased took some time until fire and medical responders were able to get enough access to check the passenger compartment. CAMPBELL was pronounced deceased at the scene.
SINGH was transported to Oregon Health & Science University for treatment of non-life threatening injuries before his release from the hospital.
OSP was assisted at the scene by fire personnel from Aurora Department, Tualatin Valley Fire & Rescue, and Woodburn Fire Department. ODOT coordinated traffic flow and scene management.
