POLICE RESPOND TO SUSPICIOUS CIRCUMSTANCE INVOLVING SMALL CHILD

On April 25, 2013 at approximately Vancouver Police were dispatched to 2900 General Anderson (Marketplace apartments) regarding a suspicious circumstance in which a white male was observed holding the hand of a small Hispanic female who was screaming. The witness, as well as all parties involved were gone upon the officers arrival.
VPD officer was able to contact the witness via phone. The witness, who was at the Post Office, observed a small Hispanic female, approximately 2-3 years old across the street on Caples directly behind the Marketplace Apartments. A tan complected white male, approximately 5 ft 7 inches tall, wearing jean coveralls with a hole in the left knee and a buttoned up jean shirt, with dirty blonde hair and a scruffy face, was holding the girls hand. The witness approached the two of them and asked the male subject if he was the child's father and he said, "No." He asked if he was related to the child and the subject responded "What does it matter?" The witness said that male identified himself as "Jim." He did not have an accent. The male walked away north on Caples. The child ran back into the apartment complex and into the arms of a subject believed to be her father. An area check was made by the investigating officer who was unable to locate the suspicious male. In addition,
the officer worked with the manager of the apartment complex to locate the child and father without success.
