WOMAN ARRESTED TWICE IN TWO DAYS FOR CHILD NEGLECT

On May 14, 2012, at about 3:12 a.m., Washington County Sheriff's Deputies responded to SW 185th Avenue and SW Johnson Street in Aloha, an area of the Enhanced Service Patrol District (ESPD). It was reported that a TriMet bus driver found a two year old toddler alone walking down the sidewalk on SW 185th Avenue. This is a very busy road with a 45 mile-per-hour speed limit.
The bus driver kept the child safe on the bus while the Sheriff's Office was called. The toddler was wearing only a diaper. The child's mother retrieved the child from the bus driver prior to deputies arriving.
During the investigation, deputies tracked the mother back to her nearby apartment. It was learned there were two additional incidents in the previous five days where the toddler walked away from the apartment. For their safety, her children were placed by DHS with a family member. Alexandra Watkins, 23, was arrested and charged with Second Degree Child Neglect. She was lodged in the Washington County Jail.
Alexandra Watkins was released from jail on May 15, 2012, at 8:52 p.m. and regained custody of her children. Less than 11 hours after being released from jail, deputies were called back to the area because a passerby found the toddler, again unsupervised and wearing only a diaper, walking next to SW 185th Avenue. Investigators believe Alexandra Watkins made no attempts to maintain supervision of her child to keep her safe. She was again arrested for Second Degree Child Neglect and lodged in the Washington County Jail. She is held on $5,000 bail.
