ARREST MADE IN REYNOLDS LABOR DISPUTE

* Fairview Police Dept. - Arrest Made in Reynolds Labor Dispute
Fairview Police arrested LeAnn K. Traylor 53, of Salem for Interfering with a peace officer on Friday morning.
Fairview Officer's were assisting with traffic control at the Reynolds School District bus yard at 20211 N.E. Glisan when Ms. Traylor tried to push past an Officer who had told her to stop while buses were leaving the yard.
Police had broadcast an admonition (written below) earlier stating that individuals would be asked to move as to not block driveways, and if in the event the individual did not move, they could be subject to arrest.
Ms. Traylor was issued a citation to appear on the charge and released. Police cannot confirm if Ms. Traylor is a teacher, or just a supporter of the labor dispute.
Interfering with a peace officer is a Class A Misdemeanor.

Admonition Statement issued by FPD in response to school picketers
1. The City of Fairview has the right to impose reasonable time, place and manner restrictions on expressive activities when they occur in a public forum if those restrictions serve a compelling government interest.
2. The Fairview Police Department is here today to ensure the following compelling government interests are met:
- Preservation of safety, health, and welfare
- Facilitating passages on roads and sidewalks
- Guaranteeing access to public facilities
- Facilitating education to children
3. Towards that end between the hours of 6:30-7 and at any time requested during school hours, the Police Department will be on site to ensure buses are allowed to leave the school parking lot and to ensure that the above-mentioned government interests are being met.
4. The Fairview Police Department is not here to interfere with your rights of free speech or to impede your message.
5. In the event any individuals block the driveways of the school to prevent the passages of buses into and out of the school parking lot, those individuals will be asked to move.
6. If the individual does not moved they could be arrested for violating the law.
