ODOT/PDX, Mt. Hood: Two lanes just west of the Ross Island Bridge on SW Kelly Avenue will open later this afternoon. City of Portland crews today discovered a leaking stormwater line that caused a sinkhole. Crews will place steel plates over the sinkhole and open all lanes to traffic before the evening commute. The plates will remain in place while the City determines a repair for the stormwater line. UPDATE
