Oregon State Police (OSP), Deschutes County Sheriff's Office (DCSO) and detectives assigned to the Central Oregon Drug Enforcement (CODE) team arrested a wanted fugitive who fled officers Monday night after attempting to elude troopers and deputies east of Bend. The fugitive wanted out of Pennsylvania was arrested in a mall parking lot across Highway 20 from the Deschutes County Jail and OSP Bend office where he was awaiting his girlfriend after she was released from jail.

KENNETH G. MURPHY JR, age 27, was wanted as a Parole Absconder out of Pennsylvania and considered potentially violent and a flight risk by authorities. He will be lodged in Deschutes County Jail as a Fugitive from Justice. Local charges are pending.

OSP Lieutenant Carl Rhodes indicated a tip was received that MURPHY may still be in the area.

"Once the tip came in, an interagency team effort furiously rolled out that ultimately led OSP, DCSO and CODE detectives to where he was waiting for his girlfriend, but he got a little more than he expected when officers followed her," said Rhodes.

On August 15, 2011 at approximately 10:00 p.m. OSP Trooper Todd Burke stopped a vehicle for a speed violation on Highway 20E near milepost 33. As the trooper walked up to contact the driver, the vehicle sped away westbound with the trooper attempting to keep it in sight. Speeds reached near 130 mph until it slowed near milepost 11, turning left onto Rickard Road. The trooper lost sight of the vehicle but continued checking the area until it was spotted by deputies stopped in the area of Gosney Road and Crest View Lane.

The driver, later identified as MURPHY, fled on foot. Troopers and deputies, assisted by a K-9 unit, searched the area but didn't find MURPHY. A handgun was found inside the vehicle.

Prior to her release from jail, passenger ASHLEY L. KERSHNER, age 23, from Elizabethtown, Pennsylvania had been arrested for Attempting to Elude in a Vehicle.
