On Wednesday, Aug. 11, the Clackamas County Sheriff's Office sought assistance from the media and public to locate a truck allegedly transporting a 12-year-old girl to the possible destination of Umatilla, Oregon.

Later that evening in August, the girl was found safe, the truck's driver was arrested on custodial-interference charges, and law-enforcement officials soon reunited the girl with her father and siblings. This adult female taken into custody at the time was soon released from custody and is not considered a suspect of any wrong doing in this previously reported event.

(Today) Tuesday, September 21, 2010 at 12:32 a.m. the father, Kilunnun A. Chivoski, mentioned in this previously reported case was arrested by Clackamas County Sheriff's Office Deputies and lodged in the Clackamas County Jail.

This man arrested today and lodged in the Clackamas County Jail is identified as Kilunnun A. Chivoski, 36, a transient.

Chivoski has been recognized as a fugitive from the state of Minnesota, and has existing extraditable arrest warrants for charges identified as perjury and forgery – both felonies in the state of Minnesota.

Clackamas County Deputy Sheriff's arrested this fugitive around noon today at an address of 8861 SE Jannsen Road, in Clackamas. Chivoski complied with this arrest and was taken into custody without incident.

As a result of the previously reported incident involving his 12-year-old daughter -- who was initially believed to have been abducted by a female acquaintance of Chivoski -- investigators started an in-depth investigation surrounding the reported vagabond life-style this man and his three accompanying minor children had assumed over a number of years while traveling around the country.

These three minor children involved have been, and will remain in the care and custody of the state of Oregon, since this initial believed abduction incident was first reported to the Clackamas County Sheriff's Office.

As a result, all the children are reported to be adjusting comfortably to the more stable living situation. The children are said to be enthusiastically attending school and molding well with the foster homes and care provided.

Sheriff's Office helps reunite father with missing child

On Wednesday, Aug. 11, the Clackamas County Sheriff's Office sought assistance from the media and public to locate a truck allegedly transporting a 12-year-old girl to the possible destination of Umatilla, Oregon. That evening, the girl was found safe, the truck's driver was arrested on custodial-interference charges, and law-enforcement officials soon reunited the girl with her father and siblings.

Preliminary information revealed a transient father, identified as Kilunnun Chivoski, and his daughter, Elizabeth Danielle Shambaugh, 12, were traveling north to Portland in a caravan of one or more automobiles.

At some point prior to arriving in the Portland area, a woman -- Christine Eileen Johnston, 32, with her vehicle registered to an address in Umatilla -- reportedly took the 12-year-old Christine into her truck to continue the ride to Portland. There was also some mention of the transient citizens meeting at a church south of Portland earlier in their journey north.

At a predetermined meeting location in Clackamas County on Wednesday afternoon, Aug. 11, Kilununn Chivoski -- who had become separated from the moving automobile -- reportedly witnessed his daughter pass by him in Christine Eileen Johnston's truck as he was standing on the edge of the roadway.

Chivoski's daughter was described as extending her arms in the air with a concerned facial expression as the truck continued traveling down the road past him.

The vehicle of interest -- registered to Christine E. Johnston -- was described as a blue 1985 Ford F-250 pickup truck with Oregon license plates XYQ-562. This truck has a white panel on its side inscribed with the words "WILL WORK FOR FOOD." The truck was also reportedly equipped with a white-and-silver camper shell with a possible "smiley face" affixed.

Investigators were concerned that Johnston's vehicle did not stop at the predetermined location as planned. Investigators also learned this vehicle and the child were previously stopped by a police officer south of Portland earlier during their journey -- and on this occasion, Christine Johnston is believed to have improperly declared that the 12-year-old female in the vehicle was her own child. Investigators believe the child in the truck at the time of this traffic stop was our missing 12-year-old -- known as Elizabeth D. Shambaugh.

Investigators were hopeful this was just a case of a significant communications failure -- but were working on the side of caution in the event the 12-year-old was in jeopardy.

Investigators soon learned the father, Kilunnun Chivoski, was a victim of hurricane Katrina who has been supporting his family by working odd-jobs while moving across the country with three minor children -- including his missing 12-year-old daughter, Elizabeth Shambaugh.

Investigators learned Chivoski had met Christine Johnston about four days earlier, while she was panhandling in the Lebanon/Corvallis area. Johnston reportedly invited Chivoski and his children to an unknown location in the Umatilla area to rest, eat and wash clothing.

Investigators began contacting all possible residential addresses associated with Christine Johnston in the eastern-Oregon town of Umatilla, and a temporary Command Post was set up at the Clackamas County Sheriff's Office North Station to supervise the search effort.

The missing child (pictured at left), Elizabeth Danielle Shambaugh, age 12, is described as 5'02" tall and 122 pounds, with blond hair and blue-green eyes; she was reportedly wearing a camouflage-colored tank top and blue jeans with knee holes.

The Sheriff's Office provided temporary shelter to the two additional Chivoski children and their father.

At 10 p.m., the Sheriff's Office was pleased to announce that the missing 12-year-old had been located in Hood River, Oregon. She was reportedly safe. An alert Hood River County Sheriff's Office Patrol Deputy spotted the pickup truck parked just off I-84, on Cascade Avenue in Hood River. The vehicle and occupants were located at 9:42 p.m. without incident.

The Clackamas County Sheriff's Office sent Patrol deputies to this location to take the child into temporary custody and reunite her with her family.

Investigating deputies interviewed the driver of the vehicle in an attempt to determine what occurred during the time the child was in her company.

The Chivoski family met with investigators Thursday morning (Aug. 12) after their checkout time from a local hotel.

Kilunnun Chivoski told investigators that that soon after Hurricane Katrina, he and his family came to the Pacific Northwest, where he found work to provide for his family. After a period of time, he returned to the southeast and once again fell onto hard times. He and his family have since been traveling across country in an effort to locate a full-time job in the Northwest. One destination was Bellingham, Washington -- where he sought part-time employment with a previous employer on a horse farm.

Kilunnun is available to interested media outlets today (Thursday, Aug. 12. It is expected he and his children will be present at the Sheriff's Office North Station (located at SE 82nd and Sunnybrook Road) at approximately 1 p.m. today.

Sheriff's Office investigators responded to Hood River late last evening and arrested Christine Eileen Johnston, 32, of Umatilla. Johnston was transported to and lodged in the Clackamas County Jail in Oregon City.

Johnston was lodged on the charge of custodial interference. Bail was set at $15,000.

An arraignment on this matter is scheduled for today (Thursday, Aug. 12, 2010) at 3 p.m. in Clackamas County Circuit Court.
