On August 31st, The Clackamas County Sheriff's Office, Happy Valley Police and the Federal Bureau of Investigation responded in force to investigate the alarming report of harsh racial slurs and gasoline discovered at a newly acquired residence an Asian family was moving into Happy Valley.

Investigators began analyzing evidence collected at the scene and canvassing the neighborhood where the victim family resides; talking with each of the available residents, while seeking clues as to who could be responsible for these atrocious acts.

Those investigators working this case soon realized and were significantly impressed with the true diversity of this particular neighborhood they had been canvassing for clues. These investigators recognized from talking with neighbors this small community of 40-50 families represents a wide variety of racial diversity. Furthermore, these residents were very pleased and proud to announce each lived in harmony – with absolutely no uncomfortable previous incidents to report - in this serene racially blended neighborhood in Happy Valley.
Learning of this harmonious diversity, investigators turned their attention to other possible motives and potential suspects of this crime.

It was revealed today, Friday, September 03, 2010 a 16-year-old family member of the reporting victim family is responsible for all the malicious acts found and reported at this residence.

This 16-year-old is very remorseful about his conduct and was amazed at how large quick the response was from the community and law enforcement.

The lead Happy Valley Detective on this case, Gil Millett, states, "This 16-year-old did not realize the magnitude of these actions and was surprised at the response to this activity. This child was distraught having to change school districts and apprehensive with the prospect of having to make new friends, in a new school environment and that is what generated these unfortunate acts."

Detective Millett went on to say, "This child is very sorry, especially for bringing so much fear into the family home. The parents of this child were visibly shaken with the series of events that occurred this week and this child is sorry for this dreadful conduct."

Clackamas County Sheriff's Office and the Happy Valley Police Department investigators are very relieved to learn the reported incidents are not the appalling work of a prejudiced deranged person. And, the Clackamas County Sheriff's Office is very appreciative of all the investigative skill and support provided by the Portland Division of the Federal Bureau of Investigation.

The 16-year-old will be attending a local High School in the area, and a Clackamas County Sheriff's Office School Resource Officer will be working closely with this young person to help adjust to the new school environment.

There are no criminal charges pending at this time for the actions of this 16-year-old. This matter is being addressed by the family.

In summary: The City of Happy Valley is recognized as a very diverse community with commendable residents who responded swiftly and worthily in support of their new neighbors who appeared to be threatened. It has been determined there is no actual threat or hatred that exists -- It is, and remains a Happy Valley!

Sang Huynh and his family were excited with the expectation of moving into their new home in Happy Valley; although, they were soon tragically stunned and disheartened to witness all the harsh explicit words of racial intimidation and terrifying criminal mischief that greeted his family upon arrival at their new home in Happy Valley.
On Monday, August 30, 2010, between 1:30 p.m. and 3:08 p.m. the home of Sang Huynh and his family was targeted – by a presently unidentified suspect, or suspects – who spray painted demeaning and harsh racial slurs on the exterior of his new family residence. The Huynh family had just begun the move-in process into their new home 3-days earlier.
In addition, most dramatically and disturbingly, a note was discovered at the scene that reads: "Leave", written boldly in black ink -- with the continued message that read, "Last warning. We will burn your house down if we have to."
Shockingly, investigators also discovered evidence at the scene in the form of a book of matches and a clear plastic water bottle filled with an explosive accelerant believed to be 'gasoline'. (Photos Attached)
This disturbing and staggering message was accompanied by other ignorant acts of vandalism spray painted on the exterior of the Huynh residence. These caustic messages spray painted on the exterior read: "Go home Gook", and "Chink".
The Clackamas County Sheriff's Office, with the combined efforts of the Happy Valley Police Department, are vigorously investigating this most recent and unfortunate act of racial intimidation.
In addition, the Portland Division of the Federal Bureau of Investigation has been consulted by investigators and has expressed a keen interest into this ongoing Clackamas County investigation. This reported incident appears to encompass civil right violations, which may be considered for a federal investigation or prosecution.
A cash reward for information leading to the arrest and conviction of the person or persons responsible for this crime is being offered.
Happy Valley Police declare the residents of this Happy Valley community are outraged with this scalding report of racial intimidation and are eager for the person or persons responsible for this crime to be apprehended.
