Clackamas County Sheriff's Office investigators have conducted essential interviews concerning the 'officer involved shooting' of Andrew M. Meade, age 23, of Happy Valley.

Andrew Meade was killed during an armed confrontation with Sheriff's Deputies moments after Meade exited his apartment where his wife was soon discovered bleeding profusely with multiple stab wounds and rushed to a local hospital. This stabbing victim remains hospitalized in stable condition and is recuperating from her injuries.

With these crucial interviews completed the Sheriff's Office is now releasing the names of the two (2) Clackamas County Deputies involved with this reported use of lethal force.

These Deputies are identified as:

• Clackamas County Sheriff's Deputy, Jason Nall. Deputy Nall was hired by the Clackamas County Sheriff's Office in 1999, and is a member of the Sheriff's Office Special Weapons and Tactical Team (SWAT). In addition, this fine Deputy is a field trainer for new recruits and an experienced canine handler.

• Clackamas County Sheriff's Deputy, Travis Hill. Deputy Hill was first hired by the Clackamas County Sheriff's Office in 2006. Deputy Hill previously worked for the Washington County Sheriff's Office from April – August of 2006. With additional law-enforcement experience acquired while employed with the Seaside Police Department, during 2002 – 2006.

The National Coalition against Domestic Violence statistics report: Almost one-third of female homicide victims that are reported in police records are killed by an intimate partner. In 70-80% of intimate partner homicides, no matter which partner was killed, the man physically abused the woman before the murder. Less than one-fifth of victims reporting an injury from intimate partner violence sought medical treatment following the injury.
Intimate partner violence results in more than 18.5 million mental health care visits each year.

AS PREVIOUSLY REPORTED

The forensic autopsy performed on the deceased subject who is reported to have engaged two Clackamas County Sheriff's Deputies earlier this morning while armed and threatening with a knife is now identified by authorities as:

• Andrew Michael Meade, 23, whose residence is identified as the Monterey Springs Apartments, located at 8640 SE Causey, B-203, in Happy Valley.

The Oregon State Medical Examiner's Office reports Andrew Meade died as a result of three (3) gunshot wounds received in the upper torso region of his body during this dynamic engagement with Clackamas County Sheriff's Deputies.

The spouse and multiple knife wound victim located in the Meade apartment during this traumatic incident remains hospitalized and in serious condition at a local Portland hospital.

The Clackamas County Sheriff's Office is reporting the male subject armed with a knife that threatened two Clackamas County Sheriff's Deputies earlier this morning and subsequently shot by the Deputies, has died in the hospital during the early morning hours as a result of his injuries.

This 23-year-old male who was shot by Deputies as he advanced with a knife while threatening the Deputies in an exterior stairwell leading to the apartment that was soon found to be occupied by a 25-year-old female stabbing victim. This female was discovered by Deputies bleeding profusely with 'multiple stab wounds' inside the apartment.

This female victim is presently reported to be in serious condition at a local Portland hospital and responding optimistically well to her medical treatment -- she has improved.

A forensic autopsy is scheduled to be performed by the Oregon State Medical Examiner's Office for the deceased male sometime in the next 48-hours.

Investigators are not releasing any names of those subjects involved in this ongoing investigation. All appropriate notifications are not complete at this point in time.

On Wednesday, May 19, 2010 at 12:09 a.m. a security guard at the Monterey Springs Apartments, located at 8640 SE Causey, in Happy Valley, called the Clackamas County Dispatch Center (CCOM) reporting a woman screaming inside apartment B-203.

A few moments later, two, Clackamas County Deputy Sheriff's arrived at the complex and began to approach the apartment where the security guard reported hearing the screams and interior commotion. As the Deputies were arriving on scene, the female inside the apartment called into CCOM on the phone declaring her husband was attacking her with a knife and in defense, she barricaded herself in the rear portion of the apartment.

As the two Deputies entered the exterior stairwell to access the second story apartment -- a 23-year-old man armed with a knife – exited apartment #B-203, and began advancing on the two Deputies in a threatening fashion -- failing to obey the Deputies commands.

The two Deputies confronted by this subject armed with a knife were both forced to discharge their handguns at close range and this ominous threat to the Deputy Sheriff's was controlled – the male armed with the knife was shot and down in the stairwell, no longer posing as a threat to the Deputies.

These two Deputy Sheriff's were now able to continue moving on into apartment B-203 where they discovered a 25-year-old female with 'multiple stab wounds'. Medical personnel were summoned to the scene, and both the male suspect and female victim were transported from the scene to local hospitals. Both the male and female reportedly remain in surgery at this hour for their respective injuries.

Complying with policy, when officer involved type incidents occur where the use of lethal force is used, the Clackamas County Inter Agency Crime Team, has responded to the scene to pursue this ongoing investigation involving the use of lethal force by law-enforcement personnel.

And, as is customary with these difficult situations, the two Deputies involved are placed on Administrative Leave from their assigned duties.
