An off-duty Clackamas County Sheriff's Office Lieutenant returning from vacation with his spouse and riding the Max from PDX was assaulted by two males.

A relaxing vacation for the 26-year veteran Clackamas County Sheriff's Office Lieutenant Paul Steigleder and his wife Debbie Steigleder, a Portland Police Sergeant, came to an abrupt halt Monday afternoon as they rode the red line of the Max from Portland International Airport to their ultimate destination at the Clackamas Town Center.

While making the change from the airport – with their luggage -- from the red line to the green line at Gateway to gain access to the Clackamas Town Center, this law enforcement couple observed two males unlawfully drinking alcohol and smoking on the Gateway Station TriMet platform.

Lt. Paul Steigleder deemed it appropriate to make a soft approach with the two males in violation of the law and merely told the duo that smoking and alcohol consumption while on the line was not appropriate. One of the two males was agreeable and appeared to comply with this reasonable request to obey the rules.

A TriMet employee came onto the scene and confronted the two males who were observed consuming alcohol and smoking on the platform. Steigleder then observed the two males being uncooperative with the TriMet employee and, in an effort to assist the lone TriMet employee, intervened by announcing – while presenting his credentials – he was in fact a Clackamas County Sheriff's Office Lieutenant and the two males should cooperate with the inquiring TriMet employee. This intervention and announcement seemed to have quelled the ongoing situation as Lt. Paul Steigleder and his spouse departed the scene by jumping onto the arriving green line bound for the Clackamas Town Center.

Unbeknownst to the Steigleder couple at the time, the two rowdy males departed Gateway on the same train; only in a different car and were not detected by this law enforcement couple while onboard the train.

Upon arriving at the Clackamas Town Center, the Steigleders exited the train and began walking from the train platform -- dressed in sandals with their luggage in tow -- to the Clackamas Town Center parking lot to meet with awaiting relatives for a ride to their residence on this final leg of their vacation.

With his wife Debbie walking briskly ahead down the ramp into the parking lot of the Clackamas Town Center, Paul Steigleder hears some verbal comments coming from behind him on the ramp. One of the two suspects he witnessed earlier was yelling, "There he is, the Lieutenant, he's all on his own now!"

Steigleder reports the duo came rapidly approaching him down the ramp with the skinnier of the two subjects delivering a punch to Steigleder as the other (heavy-set) male subject came into the act by also delivering punches and kicks to the Lieutenant. While Lt. Steigleder was attempting to gain control of this suspect and defend himself, several witnesses in the area also attempted to come to his aid.

At 3:21 p.m. Debbie Steigleder – who has been recovering from recent neck surgery – urgently and commendably called 911 for assistance and began helping to physically defend her husband who was being physically assaulted in the parking lot.

The suspects broke from this criminal assault and fled directly into the nearest available Clackamas Town Center department store. The Steigleders continued to follow the fleeing suspects on foot as Clackamas County Sheriff's Office Patrol Deputies arrived in the area in response to the 911 call.

After a brief search in the store by these uniformed Deputies, coupled with the assistance of an alert witness, one of the two suspects was apprehended; although, a heightened sense of concern arose with the Deputies as they realized a second suspect remained at large and had just knowingly physically attacked a law enforcement official. Ultimately, after a brief period of time, one of the two suspects was located while trying to hide behind a clothing display. The second suspect was taken into custody while navigating through a shopping aisle of this department store.

A search of the suspects and belongings revealed evidence of what is believed to be marijuana, beer and a suspicious white powdery substance. All these items have been retained as evidence.

No serious physical injuries were reported as a result of this reported assault incident. This is very fortunate indeed -- learning that investigators believe at least one of the suspects involved with this assault was 'armed with a rock' during the attack.

The two apprehended suspects were then transported to the Clackamas County Jail and lodged with the related criminal charges. The two suspects are identified as:

1. Troix Alexander Chandler, age 23, declaring he is a transient, is charged with the following crimes identified as:

• Assault in the third-degree
• Assaulting a public safety officer
• Disorderly conduct in the second-degree
• Interfering with public transportation
• Harassment
• Total bail is set at $79,500.

2. Jonathan James Andrews, age 22, with a SE Stark Street address in Portland, is lodged and charged with the following crimes identified as:

• Assault in the third-degree
• Assaulting a public safety officer
• Disorderly conduct in the second-degree
• Failure to register as a sex offender
• Interfering with public transportation
• Total bail is set at $91,000.

Arraignment for both subjects is scheduled for Tuesday, August 3, 2010, at 3:00 p.m. in Clackamas County Circuit Court, in Oregon City.(Photos Attached)

As a result of this off-duty incident, the Clackamas County Sheriff's Office will conduct an administrative review to ensure compliance with policies and procedures.
