ODOT/Valley, No. Coast: The northbound and southbound ramps at I-5 Exit 209, approximately 14 miles north of Eugene, will remain closed until 10 a.m. A paving project was scheduled to be complete at 6:30 a.m. but construction crews experienced difficulties.
