On June 11, 2010 at approximately 11:50 a.m. Harney County 9-1-1 received a report of a suicidal person who was threatening to kill himself with a handgun. The report also indicated that if police tried to stop that person they "would be sorry". OSP Senior Trooper Tim Thomas, Trooper Andrew McClary, and Burns Police Officer Shawn Heiser were looking for the man and associated black Ford Excursion last seen north of Burns.

After about three miles, the vehicle ran out of gas near an ODOT scale house where officers took the 47-year old driver into custody. No firearm was found in the vehicle.
Following an evaluation by local mental health professionals, MICHAEL A. CILUAGE from Boise, Idaho was lodged in the Harney County Jail for Felony Attempt to Elude in a Vehicle, Reckless Driving, and Unlawful Possession of over an Ounce of Marijuana.
