CITY COUNCIL APPROVES AGREEMENT WITH METRO TO CREATE COMMUNITY ENHANCEMENT PROGRAM

WILSONVILLE, OR -- On July 6, 2015, the Wilsonville City Council approved an intergovernmental agreement with Metro to establish the Wilsonville-Metro Community Enhancement Program and to create a committee to oversee implementation of the new program. The Community Enhancement Program, funded by an excise tax on large volumes of area garbage that is collected and processed in Wilsonville, is designed to help compensate the community for hosting a regional solid-waste facility. The Community Enhancement program may be used for many purposes to improve the community, such as beautification projects, improved recyc ling options, park improvements, art installations and more.

Metro regional government, which oversees solid-waste collection and recycling in the greater Portland area, expanded the Community Enhancement Program in 2015 to include all communities in the region that host a garbage and recycling facility: Forest Grove, Oregon City, Portland, Sherwood, Troutdale and Wilsonville. Funded by a $1.00 per ton fee collected at the garbage-transfer and recycling collection facility of Republic Services' Willamette Resources Inc., Metro estimates that the program will provide Wilsonville approximately $70,000 per year for special community projects. Specific projects to be funded by the program are to be determined by a new committee composed of four community members, two City Councilors and one Metro Councilor.

City Council approved hiring an engineering firm to design 15 high-priority utility projects to repair, rehabilitate or replace deficient sewer and stormwater pipelines in the Charbonneau District of Wilsonville, according to the Charbonneau Consolidated Improvement Plan approved by Council in August 2014.

Under Mayor's Business the Council approved the renewal of the City Manager's annual employment contract.

At work session prior to the City Council meeting, the Council heard reports from staff and consultants and discussed several matters, including:
* Frog Pond area infrastructure and home-building costs that influence decisions on development plans.
* A potential November advisory-vote ballot measure to gauge support for forming a new urban renewal area to advance development of the Coffee Creek industrial area

At the Urban Renewal Agency meeting conducted after the Council meeting, the Agency board approved a Resolution authorizing the Agency owned property on Tooze Road to be declared surplus and directed staff to start the bidding procedures to sell the property with a minimum bid price.
