WANTED MAN ARRESTED BY OSP & SALEM PD AFTER FLEEING TRAFFIC STOP, AREA SEARCH OFF INTERSTATE 5 NEAR MARKET STREET

Oregon State Police (OSP) and Salem Police Department (SPD) arrested a wanted 21-year old man after he fled an OSP traffic stop Wednesday morning on the off-ramp from Interstate 5 at Market Street in Salem. The off-ramp and some area streets were closed while law enforcement officers searched three hours for the subject who was believed armed.
On October 22, 2014 at approximately 2:26 a.m., OSP Northern Command Center dispatch received a citizen's driving complaint regarding a passenger car southbound on Interstate 5 near Donald/Aurora. An OSP trooper stopped the car about 2:50 a.m. on the off-ramp to Market Street and contacted two occupants.
The passenger was not wearing a safety belt, provided a false name to the trooper and fled on foot. The trooper quickly confirmed his identity as KRISTOPHER ALLEN RICE, age 21, from Salem, learned he was wanted on felony Marion County warrants and that he may be armed.
Additional law enforcement officers from OSP, SPD and Marion County Sheriff's Office responded and established a perimeter. Some SPD SWAT personal also came to the scene to assist with the search as the off-ramp, some area streets and a park-and-ride lot were closed off.
At approximately 6:15 a.m., SPD SWAT took RICE into custody as he hid in a transient tent surrounded by brush. RICE was turned over to OSP and also found in possession of a small amount of methamphetamine. No firearm was reportedly found.
RICE was transported to Marion County Jail where he was lodged on the felony warrants for Dangerous Drugs and Unlawful Use of a Motor Vehicle, and local charges of Unlawful Possession of a Controlled Substance - Methamphetamine and Furnishing False Information to a Police Officer.
The driver was not arrested.
